About the Role:

We are seeking a Proposal Manager – Content Writer to support active proposal development and optimize responses for government contracting opportunities. This role is more than just cutting and pasting content—it requires strategic writing, editing, and refining proposal materials while interviewing internal subject matter experts (SMEs) to enhance the quality of submissions. The ideal candidate will have a baseline understanding of content libraries, strong technical writing experience, and the ability to transform complex specifications into clear, accessible content.

Responsibilities

  • Develop, organize, and maintain a content library to improve efficiency in proposal creation.
  • Edit and write RFP responses, ensuring clarity, compliance, and compelling narratives.
  • Create detailed technical responses addressing system architecture, data security, and compliance requirements.
  • Document technical implementation plans, including deployment methodology and timelines.
  • Conduct research and collaborate with internal SMEs to optimize proposal content.
  • Ensure proposals align with evaluation criteria and effectively highlight solutions.
  • Manage proposal content in SharePoint and leverage AI-based RFP tools (preferred but not required).
  • Support government contracting proposals for firms selling to state, local, and federal agencies.
  • Maintain flexibility to take on various proposal development tasks as needs evolve.

Qualifications

  • 7–10 years of experience in proposal writing, technical content development, within government contracting.
  • Strong editing and writing skills for RFPs and complex compliance documentation.
  • Experience responding to government procurement opportunities for businesses contracting agencies.
  • Ability to interview SMEs and synthesize technical details into well-structured content.
  • A proactive, adaptable mindset with a willingness to jump into various tasks as needed.

Preferred Skills:

  • Knowledge of SharePoint or Loopio for content management
  • Familiarity with AI-based RFP tools
  • APMP certification
