The Opportunity:

The Proposal Project Manager plays a critical role in supporting the full lifecycle of state and local government proposals. This position ensures compliance with solicitation requirements, organizes proposal development activities, and supports cross-functional teams to produce high-quality, compliant, and compelling submissions. The ideal candidate is detail-oriented, thrives in a fast-paced environment, and is skilled at balancing multiple deadlines while maintaining a high standard of accuracy.

Responsibilities

Proposal Management and Development Support

  • Oversee the entire proposal development process from initial opportunity tracking through final submission ensuring every deliverable is compliant, compelling and on time.
  • Review RFPs, RFIs, RFQs, and other solicitations to extract key requirements, deadlines, and compliance criteria.
  • Maintain proposal schedules, compliance matrices, and action item trackers to ensure deliverables are completed on time.
  • Monitor industry best practices in proposal management to continuously improve processes and tools

 

Content & Document Management

  • Coordinate and compile proposal sections, ensuring consistency of formatting, style, and compliance.
  • Develop and maintain proposal templates and baseline technical and management content
  • Support writers and subject matter experts (SMEs) by organizing content, past performance references, and corporate boilerplate material.
  • Manage version control of documents and ensure timely circulation of updates to team members.
  • Update and manage the proposal knowledge base, past performance library, and standard company qualifications

Collaboration & Communication

  • Serve as a central point of contact for internal teams across subject matter experts, pricing, legal, and leadership teams.
  • Schedule and facilitate proposal meetings, color team reviews, and status updates.
  • Track questions and clarifications for submission to contracting officers.

Quality Assurance & Compliance

  • Conduct compliance checks against solicitation requirements prior to submission.
  • Proofread and edit proposal content for clarity, grammar, and adherence to requirements.
  • Coordinate production and submission of electronic or hard-copy deliverables, ensuring accuracy and timeliness.
  • Anticipates challenges and proactively addresses them

Qualifications

• Bachelor’s degree in Business Administration, Communications, Political Science, or related field (or equivalent     work experience).
•  5+ years of experience in state and local government proposal coordination, business development, or              contracts administration (preferred).
•  Strong organizational and project management skills with ability to manage multiple, complex  priorities under tight deadlines.
• Excellent written and verbal communication skills with keen attention to detail.
• Proficiency with Microsoft Office Suite, Microsoft TeamsAdobe Acrobat, Salesforce, and proposal management tools (e.g., SharePoint, Loopio, or similar).
• Experience with Shipley or other proposal management methodologies
• Familiarity with CRM systems and pipeline tracking tools
• APMP Foundation or higher-level certification
